Why am I unable to find Waltz into Darkness by Cornell Woolrich for under $40?

Tis insane. And the library does not have it. Damn the library, damn the book.

I don't know if this is a bad suggestion, but I believe that story is in the Woolrich collection, called the Omnibus or some such. I think you can get the collection for about $30 on amazon.com
